Command Sgt. Maj. Roger Sicard

CSM Roger Sicard is the Command Senior Enlisted Leader for the Connecticut National Guard. As the CSEL, he serves as the personal and confidential advisor to The Adjutant General on all matters pertaining to enlisted personnel and the overall readiness, training, operations, and administration of the Connecticut National Guard.
CSM Sicard enlisted in the Connecticut National Guard on 28FEB1980. He attended One Station Unit Training at Fort Benning, GA obtaining the MOS of Infantryman, (11B). He also attended additional MOS transition courses obtaining the MOS of Combat Engineer (12B), and Automated Logistics (92A).

CSM Sicard’s operational experience includes deployments to Boznia-Herzegovina as part of Operation Joint Forge, and to Iraq as part of Operation Iraqi Freedom 06-08. Additionally he has participated in many domestic operations such as Task Force Grizzly-California counter drug operations, and multiple support operations to the state of Connecticut for storm and pandemic response.

CSM Sicard’s military education includes all levels of NCOES up to and including the United States Army Sergeants Major Course, Battle Staff NCO Course, Master Fitness Trainer, Physical Security Inspectors Course, and many others.

His awards and decorations include the Bronze Star Medal, Meritorious Service Medal (3rd Award), Army Commendation Medal (5th Award), Army Achievement Award (6th Award), Army Good Conduct Medal, Army Reserve Components Achievement Medal, National Defense Service Medal (2nd Award), Armed Forces Expeditionary Medal, Iraq Campaign Medal, Global War on Terror Service Medal, Armed Forces Reserve Medal (3rd Award), as well as others.

His key assignments include Senior Enlisted Leader, Joint Task Force-CT; Command Sergeant Major, 143rd Regional Support Group; G3 Sergeant Major, CT Army National Guard; Command Sergeant Major 118th Multi-Functional Medical Battalion; Senior Operations Sergeant Major, 143rd Regional Support Group; First Sergeant, HSC 143rd Forward Support Battalion; First Sergeant, Co A 242 Combat Engineer Battalion, Platoon Sergeant Co D, 2nd Battalion, 102nd Infantry.

CSM Sicard has also participated in the State of Connecticut Emergency Service Function 7 (ESF-7), and served as the president of the Connecticut Army National Guard Sergeants Major Council for 2 years.
