CTMD Premium Pay Program
Beginning on July 27, 2023, the State of Connecticut has authorized COVID-19 premium pay for members/employees of the Connecticut National Guard and Military Department that supported the pandemic response during the period of March 2020 to March 2021. Those who believe they are eligible should download and fill out the documents linked at the bottom of this page and email them to
MilitaryRecords@ct.gov no later than December 31, 2023.
The premium pay is prorated based on the length of qualifying service during the period of March 2020 – March 2021.

Eligible Personnel & Projected Payments
Category A: Members of the state militia on State Active Duty performing duty directly related to the pandemic response. This includes members of the Governor’s Foot Guard, Horse Guard and the Connecticut State Guard.
Category B: Members of the Connecticut National Guard (Army & Air) on Title 32 Orders specifically for the purpose of supporting the state’s response to the pandemic.
Category C: Members of the Connecticut National Guard who were performing Active Guard/Reserve (AGR) orders in the State of Connecticut or who were employed as a federal technician in the State of Connecticut
Category D: Members of the Connecticut National Guard who were on orders other than AGR or orders in direct support to the pandemic.
If the service member performed any authorized telework between March 2020 to March 2021, he or she is not eligible for the CTMD Premium Pay Program.
Based on the four eligibility categories listed above, the projected payment will be as follows:

A quartile is defined as the total number of personnel in the eligibility categorydivided into four equal groups based on the number of duty days performed, with the 1st quartile being those members who worked the least number of duty days and the 4th quartile being those members who worked the most number of duty days.
